[When few people are around, suddenly the door to the pantry opens and from the storage area leaves, who else but Devon. Wait, how did she get there? And considering she holds an apple, or perhaps a single bread roll in her hand, it's obvious that someone is ignoring the rationing rules and stealing food.

And worst of all, she doesn't look like she cares about it at all.]

I have no intention of hacking off your limbs. You have proven time and time again that you will not follow the rules. Without any recourse to convince you not to do this, our only recourse is to prevent your ability to do so. It is unfortunate that doing so requires taking such drastic measures.
