Taking into account those who pilot mobile suits not of mysterious or unusual nature ((i.e. Supers but that's not a term he'd use ICly)), whose who already pilot Gundams themselves, there's but a small handful of people left who could stand to use something more advanced and efficient than what they have.

However, when you take those people into account, there are very few who are either deserving, or skilled enough to handle a Gundam.
